House Speaker Faces Backlash From GOP Members

House GOP leaders are facing potential dissent within the Republican Conference, primarily from centrist members in New York and California. The crux of their dissatisfaction lies in the omission of state and local tax (SALT) deductions in the current Congressional tax bill. Representative Nick LaLota, a Republican from Long Island, indicated the possibility of strategically opposing GOP bills by voting against procedural “rule” votes, emphasizing the need for a reciprocal communication dynamic within the conference.

LaLota revealed ongoing discussions with the House Freedom Caucus, forming an unexpected alliance between centrist Republicans and ultra-conservatives who share frustrations about the legislative process. The opposition from centrist Republicans is likely to prompt Speaker Mike Johnson to present the tax bill for a vote under suspension, bypassing the procedural rule vote but requiring a two-thirds majority for passage, necessitating Democratic votes.

Centrist Republicans argue that their districts, including those won by President Biden in 2020, are at risk of electoral consequences if SALT issues, particularly the $10,000 deduction cap, are not addressed. The exclusion of SALT discussions could jeopardize the Republican majority, especially in swing seats. Representative Mike Garcia from California, while disagreeing with obstructing rule votes, understands the frustration among colleagues, emphasizing the importance of unity in passing rules and bringing issues to the floor for a vote.

However, Representative Mike Lawler from New York strongly criticizes the exclusion of a SALT fix, deeming it “foolish” and “political malpractice.” Despite expressing support for other aspects of the tax bill, Lawler underscores the significance of addressing SALT issues to avoid potential negative consequences for Republicans in upcoming elections. The dynamics within the Republican Conference, influenced by concerns over SALT deductions, reflect a complex interplay of regional interests and electoral considerations.
