Roy’s resolution specifically demands that Vice President Kamala Harris and the Cabinet declare Biden unfit to fulfill his presidential duties, particularly those related to national security.
The 25th Amendment, ratified in 1967, provides guidelines for transferring presidential authority if the president is unable to discharge their responsibilities.
